The opinions of the government and the judiciary are now applied to the remaining independent civil legal institution in the country.

The first chamber of the Administrative Court of Judges, acting as the Guardian Council of the Bar Association, unexpectedly changed the composition of the newly elected board of directors of the Tehran Bar Association by issuing a definitive ruling.

The five members elected to the board of the Tehran Bar Association were removed from their positions, and other members were appointed as the new main and alternate members. (Document No. 1 - Ruling of the First Chamber of the Administrative Court of Judges)

Following the issuance of this ruling, the Supervisory Board of the Tehran Bar Association, as the implementer and addressee of the ruling, faced legal ambiguity.

In a purely legal inquiry to resolve the ambiguity and brevity of the issued ruling, which bore the signature of the first chamber of the Administrative Court of Judges, and to seek legal guidance and a glimmer of hope for justice from Sheikh Hossein Ali Nayyeri, the head of the first chamber and also the president of the Administrative Court of Judges, the Supervisory Board sought legal assistance. Sheikh Hossein Ali Nayyeri’s response was as decisive and harsh as the judgments of the revolutionary courts of the 1980s.

Nayyeri did not tolerate any challenge to the ruling issued under his chairmanship and approved it without sufficient legal reasoning, accusing the Supervisory Board of the Elections of making excuses to enforce a regulation deemed equivalent to law! Thus, with the recent acceptance and compliance of the Bar Associations with the executive regulations approved by the head of the judiciary, which were deemed equivalent to law, the file on the independence of the last remaining civil institution has been closed, and that’s it...
