This impression of the secret handwriting of the Supreme Leader of the Islamic Republic, in a letter from Sheikh Hassan Rouhani, which was published online, is a decision of the Supreme National Security Council, which was sent to the Supreme Leader for approval by the head of the Supreme National Security Council at the time, in accordance with the Constitution.

Now, the Ayatollah's confidential footnote has been published without the provisions of the Council's classified resolution being published.
