 U.S. Secretary of State Marco Rubio told Fox News:

If the Islamic Republic is pursuing a peaceful civilian nuclear program, i.e., it intends to have a nuclear power plant to generate electricity, like many other countries, there is a clear way to do so: build a reactor and import enriched uranium to fuel these reactors. Dozens of countries in the world are following the same path.

 The only countries that enrich uranium themselves are those that have nuclear weapons. Iran claims that it does not want to acquire weapons, but in fact it is demanding something that is unprecedented: to be the only nuclear-weapon-free country in the world that enriches uranium.

The level of enrichment, say, 3.67 percent, is not very important in principle, because if a country has the technical capability to enrich at this level, it will technically be able to bring it to the level needed for weapons.

 The Islamic Republic has the best opportunity, and Tehran should not be afraid of the presence of inspectors, including U.S. inspectors. It is enough for the Islamic Republic to declare that it no longer intends to enrich uranium, that it wants to have a reactor because it needs nuclear power, and that it will import the enriched uranium it needs.

This is an exceptional opportunity for Iran, and if it takes advantage of it, it will be the best opportunity that has been given to it.
