The issue of the General Inspection Organization's report against Mr. Mohajerani, the then Minister of Islamic Culture and Education, and the declaration of a crime to the judicial complex of government employees, of course, was brought up in his impeachment in 1999, and Mohajerani's answer was:

"Before my ministry; The interest of the Hajj Umrah deposit was used and the former Minister of Culture and Islamic Guidance used it in some cases, and when I took over the Ministry of Culture and Islamic Guidance, he owed six billion Tomans to the Ministry of Hajj Organization.

This deposit was used in commercial fields, such as setting up a shop in Kish and buying and selling leather, and when I came to the ministry, I banned any commercial work.
We tried to exploit many half-finished cultural projects that had been abandoned for ten to fifteen years using the interest of the Umrah deposit.

One hundred and seventy billion tomans of money was with the Hajj and Pilgrimage Organization and we informed the organization how much of this amount can be provided to the Ministry of Culture and Guidance for a period of five years for spending on cultural activities.
The Hajj and Pilgrimage Organization also stated that it can hand over one hundred billion Tomans from the Umrah deposit to Ershad.

In a letter to the president, we suggested that this amount be transferred to a fixed deposit account and asked the Money and Credit Council to investigate this issue.

The Money and Credit Council, after much discussion and investigation, announced that this money is not government money and they took issue with the fact that its use may have Shariah problems.

I reached the Supreme Leader of the Revolution twice and finally, he agreed, but he had reservations about the type of expenses and it was decided that this amount would be spent under the supervision of the President.

After that, we prepared a list of the places where the benefit of the Umrah deposit was spent, and many half-finished designs that were included in the list of ancient works were completed and put into use in this way.
