These networks were established to decentralize the monitoring of the implementation of the constitution in the provinces, and their competencies are mentioned in Articles 5-7 of the aforementioned guideline. In the new guideline, there has been a review of the structure, competencies, the management of network meetings, and the manner of supervision over their members, and the conditions for membership in the network have also been facilitated. This guideline was approved by the Legal Assistant of the President after being prepared by the Constitutional Affairs Office.
