Verification of the slogans and campaign promises of presidential candidates regarding the appointment of ministers, particularly some specific ministers
Any presidential candidate who confidently declares in advance that they will appoint a certain individual as the minister of ministries such as Foreign Affairs, Defense, Interior, and Intelligence should be regarded as either unaware of the prevailing relations in the country or their promises should be doubted. This is because, according to an unwritten and established procedure, in all governments, the ministers of Foreign Affairs, Intelligence, and Defense, and in most cases the Minister of Interior, must be introduced to the parliament with the direct coordination and approval of Mr. Khamenei, the Supreme Leader of the Islamic Republic. If they receive a vote of confidence from the parliament, only then do they become ministers of those ministries.
Regarding the ministers of Science, Education, and Culture, to some extent, his views are also taken into account.
The selection of other ministers is also contingent upon the parliament's vote of confidence and influenced by the lobbying of those who have entered the parliament.
