The tone of Zionist circles toward Iran regarding the 13 detained Jews has turned threatening, and a well-known writer from America, by publishing a hypothetical letter from Mr. [Bill] Clinton, [President of the United States], to Mr. [Seyed Mohammad] Khatami, [President], stated that the fate of Saddam [Hussein, President of Iraq] and [Slobodan] Milošević, [former President of Yugoslavia], could happen to Mr. Khatami as well. A few days ago, Mr. Khatami told me that the Westerners might be harboring plans for Iran similar to Milošević's situation. The Northern Ireland peace talks have run into trouble and ground to a halt.
We held a meeting of the [Expediency Discernment] Council. The agenda item regarding the [establishment of] non-governmental banks in free zones was approved, permitting Iranian banks and allowing foreign capital attraction up to nearly one hundred percent. The issue of [the possibility of establishing private] insurance [companies] remained unfinished. After the meeting, Mr. Khatami, [President], came to my office. He recounted his discussions with the Leadership regarding the 13 detained Jews; Mr. Khatami had requested to release a number of them in order to calm the atmosphere of pressure from Western countries, but the Leadership prevented it. Then Mr. Khatami intended to conduct their trial swiftly so that some might be acquitted, but the Leadership blocked that as well, requesting that because the issue is important, time be allowed for a complete investigation. Ultimately, they agreed that a group headed by Abbad [= Ali Rabiei] in the Secretariat of the Supreme National Security Council be formed to review the policy for managing this matter. Regarding the [Sixth] Parliamentary elections as well, it was decided that it be put to consultation in a meeting of the heads of the three branches.
Dr. [Ali Akbar] Velayati, [Advisor to the Leadership on International Affairs], came to follow up on my support for the parliamentary and presidential elections, insisting that I run as a candidate myself, which I declined. In the afternoon, Messrs. [Abbas Va'ez] Tabasi, [Mohammad-Ali Movahedi-Kermani, Qorban-Ali] Dorri-[Najafabadi], and [Ahmad] Jannati arrived. Discussions were held regarding the nature of the upcoming elections. I advised them to refrain from extreme actions that alienate the youth, women, and managerial and technical talent, and to exercise broad-mindedness to win the votes of the middle class. I stayed at my office overnight.
