A question was raised with Mr. [Mohammad-Taqi] Banki [Minister of State and Head of the Plan and Budget Organization] about buying tractors from Romania at inflated prices; it became heated and intense. Cabinet reshuffling is the topic of the day among the parliamentarians. At noon, I spoke by telephone in my office with the president and the prime minister and told them of the danger that prolonging the wait would increase the disagreements and spread rumors of a dispute between the president and the prime minister over the selection of ministers. Dr. [Mahmoud Rezaei] Hanjani, representative of Karaj, also came and spoke about the poor condition of the employees and the heavy pressure on supporters and former members of the Hojjatieh Association. Mr. Morteza Nabavi [Minister of Posts, Telegraph and Telephone] also came and spoke about the ongoing disputes and ways to resolve them; he is an upright and concerned person. Mr. Mohsen Rezaei spoke of the complete defeat of Iraq's renewed counterattack today and called for loud and extensive propaganda; I spoke with my brother Mohammad [Director of the Islamic Republic of Iran Broadcasting] and Mr. [Kamal] Kharrazi, head of the War Propaganda Headquarters, so that it would be carried out.
In the afternoon, a meeting was held to review the positions of the Islamic Republican Party; the commission, of which I am also a member, has been tasked by the Central Council, with the approval of the party congress, with making the final revisions [to the positions]. Since I had a lot of work, I did not attend the Central Council meeting.
At night, I met with [Shintaro Abe], the Japanese foreign minister. He spoke mostly about ending the war. I said that we want peace and that peace will not be established without our conditions being secured. He was concerned about the war spreading to other countries. I put his mind at ease. I asked him to refrain from providing the remaining two billion dollars in credit that Japan is supposed to give Iraq. He said it was for non-war expenses; I was not convinced.
