Part of the ongoing corruption is due to sanctions and the requirements of the sanctions era. It does not take shape in the absence of institutional development. In a system that does not develop, the entrepreneurial sector diminishes day by day, while the intermediary sector expands. Employment in intermediary transactions is higher compared to production. Life in sanctions and corrupt relationships is the main factor in the creation and spread of corruption.
