These days, when "decision" is no longer a simple human action, but has become the intersection of multiple layers of calculation, urgency, and expediency, it is not easy to say whether the path taken was deliberate or the result of the confusion of a system that revolves in the vacuum of the "center of gravity of decision."

Are the negotiations—whether those that are open or those that are nurtured in absolute security silence—a continuation of the same plan that has been drawn up in private rooms for a long time? Or has the changing face of the key players also caused a change in the rules of the game? This is a question that requires a semiotics of the behavior of power rather than an analysis.

In the new system, are we facing a “change in leadership” or a “strategic change”? The former means that new actors have taken the helm of the same ship, the latter means that the course of the sea has changed, even if the captain of that ship is the same.

And this is where we can't say for sure whether the weather is still spring-like or whether the spring weather will actually reach the harsh heat of summer by the end of June.
