The problems and unresolved issues left behind are no longer bearable. The main authority responsible for resolving most of these problems is the governments, representing the system with full authority. Planning in Iran cannot be delayed by endless and ineffective meetings like the Supreme Council of Cyberspace; there are more than 100 supreme councils that, in practice, do nothing but delay matters. Don't think that all this wasted time is intentional.
In general, this administrative system is very lifeless. Just look at some of their ministers to see how passively silent they are, or even how they react in a strange and unreasonable way to a child's innocent joy, which is very natural and even positive, out of fear of hardliners.
