Why aren't many other goods smuggled? Why are so many goods smuggled in?

Why aren't many other goods smuggled? Why are so many goods smuggled in? The reason for smuggling is the difference in price. It is like related containers, the more different the surface of the two containers, the greater the intensity and speed of water overflow from the upper container to the lower container.
People have no incentive to smuggle fuel, and to the extent that the profitability of this business increases, people will be motivated to do it. The higher the profitability, the more people will enter into this contradiction. The level of profitability is also related to the difference between the official and free prices.
The question is, what should be done? The judiciary, police, and security forces should not waste their time fighting the smuggling of ordinary goods (not drugs such as drugs). The solution is to reform the pricing system and rationalize tariff policies.
