The government's understanding of its role and that of society is distorted. The government, with thousands of experts, thousands of billions of budgets and all kinds of information, and having the power to solve problems, is waiting for others to come and give solutions on their behalf! This sentence is enough to prove the refusal of planning in the country from the point of view of the top government managers. Recently, those who have ideas and plans and give them out of sympathy are referred to the same failed administrative system that does not see the national will behind it, and their ideas end up in the administrative garbage can.
