I did things until eleven o'clock in the morning. The Pakistani delegation, accompanied by a group of Afghan leaders including Mr. [Gulbuddin] Hekmatyar and members of the Islamic Unity Party of Afghanistan, was escorted by Dr. [Hassan] Habibi, [First Vice President] and Dr. [Ali Akbar] Velayati, [Foreign Minister].
At eleven o'clock, Mr. [Burhanuddin] Rabbani, [the president of Afghanistan] and his entourage arrived. The formal meeting was a formal discussion and answered most of my questions about Afghanistan. He said large amounts of heavy weapons remained across the country since the previous regime and that priority should be given to their collection. He expressed readiness to go to Jalalabad to negotiate the completion of the agreement; Hekmatyar is not willing to go to Kabul.
He requested a private meeting. We talked for a while. In private talks, he said that Mr. [Abdul Ali] Mazari, the secretary general of the Islamic Unity Party, was a bad man who had gathered the communists around him and was preventing an understanding with the Unity Party. The rest of the party is fine. He said Mr. Hekmatyar was imposed by the Americans through Saudi Arabia and Pakistan and said it was not expedient for Mr. Ahmad Shah Massoud to be removed from the defense ministry; This is Hekmatyar's demand. He wanted us to tell the Islamic Unity Party to cooperate with Massoud to stay. He preferred that the Islamic Movement, Shiites and the Northern Movement be together and that Hekmatyar be in the minority.
I said that if he gives the demands of the Shiites, this proposal is feasible and the important demand of the Shiites is the formalization of the Shiite religion in Afghanistan and a fair share in the cabinet; Accepted both. I told Dr. Velayati to continue negotiations on how to implement this. He asked us to help Tajik Muslims more and not force Afghan refugees to return for now.
Dr. Velayati announced the invitation of Oman's Foreign Minister, Yousef bin Alawi, to attend an informal meeting attended by senior politicians, including Ardashir Zahidi; I told him not to participate. I attended a meeting of the government delegation in the evening. The election campaign and the next day's issues were reviewed and approved.
I was the guest of the leadership. We discussed and made decisions about Afghanistan and Mr. Rabbani's proposals today. We agreed to follow the same policy. We discussed the Ministry of Defense and the Nzaja Command, the European Parliament's statement, and the confiscation orders and the valuation of their assets. The leadership asked the reason for my lack of travel to the West; I said that the West was incompatible with the revolution from the beginning and now they are cooperating in practice, because they are sure that the revolution is lasting and it is better for their leaders to come to Iran first, then we will go.
I came home. Mohsen and Mehdi were negotiated with to build houses for the whole family in a safe and appropriate manner. I wrote the memoirs of today and yesterday. We spoke to Dr. Velayati on the phone about his talks with the Afghan president; have reached an agreement. "Tonight, Mr. Turki Faisal, [King Fahd's brother] from Saudi Arabia and Ismail Khan, [the governor of Herat] from Afghanistan," he said. Mr. [Abdullah] Noori, [Interior Minister], said goodbye by phone to travel to Germany for treatment.
