At eight in the morning, we arrived at the service of the Imam with Mr. President. There was a discussion about the replacement of the commander of the ground forces, and that Mr. Sayad should be appointed by the Imam to be a member of the Supreme Council of Defense and to appreciate his efforts, and Mr. [Ayatollah] Khamenei and I agreed to prepare a text for the wording of the Imam's order. For the need of equipping five hundred battalions of fighting forces, we got Imam's approval to obtain a loan of 25 billion tomans from the central bank, which should be done in the same way as last year. We also talked with Imam about the recapture operation of Mehran.

Then, at our house, we discussed with Mr. [Ayatollah] Khamenei about the lack of currency and the bad economic situation of the country. A proposal was made that, with the exception of certain items of public needs, we should give freedom to the factories, both government and private, to distribute, produce and procure foreign currency and determine the price, and not give foreign aid. Another plan was proposed to hand over the government factories to the private sector and to act according to the main law regarding Jim's clause. We didn't get anywhere.

He spent the night studying reports. In the evening, Mrs. Dr. Vaezi, her sister, and Mrs. Nobakht came and complained about the education policy regarding them, accusing them of being related to the right line.

In the evening, the Prime Minister announced that Iraq, by canceling its program, told the news of our missile launch to the oil centers of Kirkuk and threatened to take revenge. I told the War Propaganda Headquarters to give the news and deny hitting residential centers. Mr. Rezaei asked the telephone front to defend Haq for Mehran operation. I ordered Colonel Tarabi to send them.
