I went to Parliament. At noon, I had a meeting with the commanders of the Army Ground Forces' divisions, brigades, and independent units, and I spoke to them. They expressed concern over the possibility of accepting the proposals from the mediation delegation, which Mr. Sékou Touré had sent to Iran via a letter carried by the Foreign Minister of Guinea, stating that such news weakens the morale of the fighters.

The first aid plane departed for Syria.

Iraqi forces withdrew from many occupied areas in the south and west of our country where they were vulnerable, and they also evacuated the city of Sumar. In the afternoon, I had several meetings. I read the reports, stayed at Parliament for the night, and listened to the news.

Abdel Salam Jalloud, the Prime Minister of Libya, arrived in Iran at the head of a delegation and, at [Mehrabad] Airport, declared the necessity of Saddam [Hussein]'s downfall before resolving the Palestinian issue.

[Gholamhossein Deljou], the Mayor of Tehran, came to meet with me and spoke about the difficulties of managing the city and the cumbersome regulations. He brought a proposal for Parliament to pass, allowing those who had built their commercial properties without a permit after the Revolution to obtain a license by paying a fine.
