I went to the parliament. The policymaking [reconstruction] council was supposed to have a meeting, but because the prime minister did not arrive in Tehran from his trip to Turkey, we canceled the meeting. Mr. [Reza] Amrollahi [head of the Atomic Energy Organization] came and said that a memorandum of understanding had been signed with Argentina and asked for support for its approval and implementation. The North Korean ambassador came to say goodbye and emphasize the development of relations.

In the evening, the students of the front left and came from Qom. I spoke for them. Mr. [Mohiuddin] Fazel Harandi came on my behalf to say goodbye and go to Japan to participate in the emperor's funeral. I sent a message to the Speaker of the Japanese Parliament. At night, the heads of forces had a meeting in my office. Mr. Prime Minister reported the trip to Türkiye; is satisfied Mr. [Syed Ali Asghar] Hijazi came from the Ministry of Information. He presented a plan for overseas works which was approved.

Dr. Velayati came. You will comment on the issues of Afghanistan. It was advised that the Shia Mujahideen should not be strict about the quota of the Council and the Cabinet, because there is a risk of isolation or conflict. Mr. Shamkhani asked for an opinion about the location of the negotiation group of the Iranian and Iraqi military. It was decided to be either at the border, or alternately inside the territory of Iran and Iraq, or in a third country. Unimac proposed to be in our territory between the two sides.

It started snowing heavily and the guards said it would be difficult to go to Jamaran and return early in the morning. I stayed in the parliament.
