In the morning, the people involved in the reconstruction of the earthquake affected areas of Gilan and Zanjan provinces came. Mr. Ghiori, [Representative of the Supreme Leader in the Red Crescent Organization] and [Mr. Gholamreza Faruzesh], Minister of Jihad Construction, gave a work report and I spoke encouragingly and admirably.

The Azerbaijani delegation came under the chairmanship of the first vice president. They said that they have decided to prioritize their relations with Iran and called for the development of relations. While welcoming the cooperation, I approached it from the position of unnecessaryness and redundancy. They asked for a private meeting and said that they don't trust Türkiye and America and they don't want to get military help from them and they want to get it from us.

I accepted the principle of the aid, but I postponed the type and method of work to be investigated and said that it is not in their interest that our aid be revealed and America will not let Armenia fail, but they believe they will defeat Armenia soon. They wanted us to deliver a large number of buses and minibuses to them without delay. I said to hurry up.

Mr. [Mohammed] Abayi [Khorasani], [Mohammed] Jafari [Gilani] and [Mohammed Ali] Ayazi came from the [Islamic Qom] Propaganda Office. They complained that I did not visit their center in Qom and they asked for more help for their work. The Board of Trustees of the National Library had a meeting. A decision was made to raise the level of its deputies and other needs.

Last night, the Supreme Council of the Cultural Revolution had a meeting and some resolutions. Mr. [Bijan Namdar] Zanganeh, Minister of Energy, complained by phone to the Ministry of Oil that he did not deliver the fuel to the power plants and that the power plant was shut down.
