Gholamreza Nikpay was the 33rd mayor of Tehran, and one of the charges against him in the revolutionary court was related to traffic issues in Tehran.
Nikpay was ultimately executed by firing squad on April 11, 1979, by the ruling revolutionary court, charged with being a "mofsid fil-arz" (spreader of corruption on Earth).
