Now a history of an important issue:

Article 76 of the Constitution stipulates: "The Islamic Council has the right to investigate and examine all the affairs of the country" and according to other internal laws and regulations of the Parliament, apart from the duty of approving the law, the parliamentarians also have supervisory responsibility.

Representatives can perform their supervisory duties by questioning and impeaching ministers and the president, as well as approving research plans.

At the moment, I am not working on the duties of the Deputy Speaker of the Parliament and the Commission on Article 90 of the Constitution.

However, the law of the internal regulations of the Islamic Council limited the right to investigate and investigate the parliament, and the representatives cannot investigate and investigate "in all matters".

Such as the limitations stipulated in the Law on the Establishment of the (General) Inspection Organization of the country and its regulations approved by the Head of the Judiciary, as well as the limitations stipulated in the duties and powers of the Administrative Court of Justice, which are discussed separately and examples of which are given in Abdi Media.

Note 7, Article 212 of the Law of Internal Regulations of the Parliament states: "The investigation and investigation of the Parliament includes the Guardian Council, the Assembly of Leadership Experts, the Expediency Council, and current cases of judicial authorities and matters of a judicial nature, and in the case of institutions that are under the supervision of the Supreme Leader (With the permission of His Highness) there is a possibility of investigation by the Majlis"

Please note that this law is based on numerous and repeated interpretations of the Guardian Council in different periods regarding Article 76 of the Constitution (scope of the right to investigate the representatives).

Of course, it should be noted that the Constitution, in Article 98, assigns the right to interpret the principles of the Constitution to the Guardian Council. And the Guardian Council, following numerous inquiries from the Parliament and sometimes the representatives, does not recognize the right to investigate and investigate, including the leadership, the Council of Experts and the Guardian Council, which it considers to be the superior authorities of the Parliament, and believes that the Parliament has the right to investigate and investigate in all institutions except these three. Institution as explained earlier.

Now, in the process of approving the internal regulations of the parliament, the parliament extended it to the expediency determination assembly and parts of the judicial system.

Of course, the ban on the investigation and investigation of the parliament of the institutions under the supervision of the leader of the Islamic Republic also goes back to the sixth parliament.

And these differences led to Sheikh Mehdi Karroubi writing a letter to the leader of the Islamic Republic.

In this letter, Mr. Karroubi, referring to the universality of the parliament's right to investigate and investigate all matters, and referring to the history of investigations and investigations by the members of the fourth parliament from the IRIB organization and the Mustafafan Foundation, requested the permission of the leader of the Islamic Republic to revise the resolution of the assembly and allow Institutions under his supervision were investigated.

In response to this letter, Ayatollah Khamenei "issued a research and investigation license from Sada and Vasima."

But it is interesting to know the result of this investigation.

With the efforts of the parliament, a detailed case containing all the follow-ups was sent to the judiciary, but in the investigation of the first branch of the public prosecutor's office, it was investigated and led to the issuance of a restraining order, and that's it.
