According to the applicable laws, the transfer of forest lands is prohibited. Therefore, if an individual or group tries to seize land in the forest, the forest vegetation must first be removed. One of the 'most' effective methods, which unfortunately some greedy people resort to, is setting fires.
One of the important and official tasks of the forestry organization is to rehabilitate damaged areas, whether the damage is caused by fires or any other factor that led to the destruction of vegetation in the area.
People who seek to build are usually either from the local community or closely connected to it. Therefore, through precise knowledge of the area, they can create conditions to ignite such fires.
If legal restrictions and procedures are applied strictly, their incentives for these greedy actions will decrease significantly.
