Minister of Education: 

Participants' objections are included in the review process, but due to the large number of interviews, the probability of error is low and a full review is not possible. 

Borderline cases may be checked, but capacities are full and repeat interviews for thousands of people is not practical. We must rely on existing assessments. We cannot keep repeating this cycle.
