In a meeting with the people of Qom today, Khamenei said: "A recently published document was sent to me, just a few weeks ago apparently from a reputable American center that publishes important documents after, say, thirty or forty years have passed. It says that Carter gave an order to the CIA in December 1979, December 79, that is, about ten months after the victory of our revolution. The order is to overthrow the Islamic Republic of Iran."

The document mentioned by Khamenei is a collection of documents from 1979 and 1980, which includes 359 documents. The document he is referring to document 110 of this series, which is related to the December 1358 meeting between Carter and the Special Intelligence Coordination Committee, whose most important members are Turner, the head of the CIA, Brzezinski, the president's adviser on national security affairs, Harold Brown, the secretary of defense, and Cyrus Vance, the secretary of state. In this meeting, they will talk about how America faced the revolution and the relationship with the anti-revolutionary people supported by the American government. A few days later, when the official report of this meeting is presented to Carter, he summarizes it with a memo and gives an operational order, the text of which is as follows:
