First: The formation of the Defense Council did not take place in the presence of Ayatollah Khamenei, and this meeting has no connection to the office of the Commander-in-Chief.

Second: Throughout the many years of Sardar Shirazi's leadership of the military office of the Commander-in-Chief, it has been an accepted fact among all commanders of the armed forces that he never communicated any matter to the command structure and hierarchy without the permission and approval of the sitting Commander-in-Chief.

The secret to the long-standing trust of the second leader of the Islamic Republic and his acceptance within the command hierarchy of the armed forces lay precisely in this, especially considering that he (Shirazi) was not originally a military man in that specific sense. After years of his directorship, Ayatollah Khamenei honored him with the ranks of Second Brigadier General of the Basij, and then Brigadier General.

Similar to the case of Basij Major General Seyyed Hassan Firouzabadi in his role as head of the General Staff of the Armed Forces.
