Furthermore, every year, in accordance with the established custom of the Islamic Republic and pursuant to the Islamic Penal Code and Article 110 of the Constitution, the Head of the Judiciary would submit proposals for the pardon and commutation of sentences for convicts of the courts, the State Pact Organization (Governmental Discretionary Punishments Organization), and the Judicial Organization of the Armed Forces, as well as separately for the Special Clerical Courts, to the Leader of the Islamic Republic.

Since the inception of the third leadership, especially regarding military convicts of the Judicial Organization of the Armed Forces on the occasion of the 3rd of Khordad (May 24th), this procedure has not been acted upon.

Additionally, as I noted previously in a separate commentary; it is strange that the Society of Seminary Teachers (Jame'eh-ye Modarresin), the provincial scholars, and the jurisprudential experts of the Assembly of Experts have yet to feel any religious responsibility following the era of Ayatollah Seyyed Ali Khamenei to introduce the most learned source of emulation (A'lam al-Maraji') or even the prominent sources to the believers?!!

Or even, unlike the declaration of the religious authority (Marja'iyyah) of Ayatollah Seyyed Ali Khamenei—who was introduced by the Society of Seminary Teachers of Qom as the third source of emulation among other grand ayatollahs five years after the beginning of his leadership—to introduce his son, Seyyed Mojtaba Khamenei, right now as a source of emulation in addition to his position as the leader.
