In times of war and emergency, the government is granted the right to temporarily impose necessary restrictions with the approval of the parliament.
This is only valid for up to thirty days.
Of course, this was prior to the approval of the constitutional amendment in 1989.
Now, in addition to the extraordinary powers of Article 57 of the Constitution and pre-legal measures, there is no need for parliamentary formalities, and actions can be taken more easily under Article 176 of the Constitution.
