Masoud Pezeshkian, in view of what he described as the “urgent necessity of establishing unified, coherent, and efficient governance in cyberspace,” appointed Mohammad Reza Aref—while retaining his other responsibilities—as the “Head of the Special Headquarters for the Organization and Governance of the Country’s Cyberspace.”

In the official appointment letter of Masoud Pezeshkian, the First Vice President was explicitly assigned to head the Special Headquarters for Cyberspace Organization and Governance. The decree states:

“The expectation is that, relying on Almighty God and utilizing all legal and executive capacities of the country, you will work toward institutional coherence and alignment of policies, programs, and actions of relevant bodies, and by designing and implementing effective mechanisms, ensure coordination and unified decision-making in resolving overlapping responsibilities, preventing parallel work, and ending multiple voices in the governance of the country’s cyberspace, with maximum diligence.”
