Obedience is conditional, even under the rule of Amir al-Mu'minind and it is Islam. One uses Islam as a tool to maintain and develop his power along with force and whipping. But Islam Ali seeks to educate and develop people, not only seeks to maintain and develop power by any means but also reminds people of their rights.
The Commander of the Faithful enumerates four things and says that if I do these four things for you, my obedience will be obligatory on you.

1- Transparency, I will not hide anything from you, except war secrets.
2- Don't delay a right, that is, if I have to pay you right now, I won't delay it.
3_ To establish equality [equality and elimination of discrimination] between you.
4_ I will consult you and not do anything without your support.

Later, Muawiya said that Abul Hassan (Amir al-Momineen) opened the mouths of the people and the people became demanding and arrogant.
