Note that every international treaty has two aspects that must be approved in the parliaments of both countries and implemented after being finalized.
In your speech, you mentioned that more than a year has passed since its approval in the Belgian Parliament, but it had not been implemented, and the reason for that was the recent struggle movement in Iran.

However, this law was finally approved in the Iranian parliament on November 8, 2022, and was announced for implementation on November 10, 2022 by Ebrahim Raisi as the president.

According to the civil law, the laws of Iran can be implemented after 15 days from the date of publication in the official newspaper of the country.

So, you notice that one side of the story is not complete and wants this exchange process before that; be operational
