Dear Brother, Hojjat al-Islam wal-Muslemin Seyyed Ali Khamenei,

With abundant greetings,

Nearly seven years of service to the good and Islamic people of our country in the role of Prime Minister has been among the blessings of Almighty God, and if during this period any successes have been granted to the humble government serving the underprivileged, it has been due to the blessings of the support of Imam [Khomeini] (may his lofty shadow last long), the risen and martyr-nurturing nation following the Imam's line, and the steadfastness of the self-sacrificing warriors of our Islamic homeland against the criminal and infidel enemy.

In this regard, I must emphatically point to the guidance and support of the Leader of the Ummah, may my soul be sacrificed for him. During this period, the government has always greatly benefited from the directives and assistance of the respected heads of the three branches of government, the mujtahid and militant clergy, and the respected Friday prayer leaders throughout the country, and all of this must be considered among the boundless graces of God.

Now that, by the grace and favor of Almighty God, the third term of the Islamic Consultative Assembly (Majlis) is on the verge of opening, and since I do not intend to present the government to the new Majlis and will submit my resignation after the start of the Majlis's work, it is necessary for you, my dear and honorable brother, to begin the necessary consultations for the introduction of a new Prime Minister.
