The First Deputy of the Judiciary issued a circular on Sunday (May 13, 2024) and reminded the heads of the provincial courts that 'depriving individuals of their citizen rights through the blocking of national IDs lacks legal justification, and judicial authorities must avoid such actions.'
In part of this circular, it is stated regarding the illegality of banning individuals from receiving services:
'Current laws do not contain provisions regarding the justification for depriving individuals of identity and civil services in order to access suspects or convicts. Therefore, depriving individuals of their citizen rights through the blocking of national IDs lacks legal justification, and judicial authorities must avoid such actions
