Directive No. 9000/38221/100, Dated: June 2, 2020 (1399/03/13), issued by the Chief of the Judiciary regarding the prohibition of issuing orders to deny consular services as a means to apprehend wanted persons abroad:

According to received reports, some judicial authorities have issued orders to deny consular services in order to reach wanted persons abroad, whereas benefiting from consular services is among the civil rights of every individual. These rights are guaranteed for the country's citizens in accordance with the Constitution ("Chapter Three - Rights of the Nation") and other relevant laws, such as Article 958 of the Civil Code. Furthermore, current laws do not explicitly state that individuals—whether they are suspects or convicts—can be deprived of these services. Therefore, not only is there no legal authorization to issue a denial of these services, but it also cannot be mandated by a court as a primary, secondary, or supplementary punishment.

Accordingly, it is necessary for judicial authorities to refrain from issuing any rulings or orders that deprive individuals of consular services.

In cases where such an order has been previously issued, action must be taken to cancel it as soon as possible.

The Heads of the Justice Departments and the Disciplinary Court for Judges are responsible for monitoring the implementation of this directive.
