To say that we are not negotiating strategically is not the case. Even now, when we are negotiating with three European countries, it is in fact a kind of indirect negotiation about our nuclear program.

Sanctions are in the hands of the Americans, not the Europeans. The Europeans are going to fight the Americans in this regard.

For now, our tactic and strategy is to negotiate indirectly.
