For the first time, 139 individuals sentenced to capital punishment and death have also been granted amnesty. These individuals had no private plaintiffs and no history of security-related crimes. Due to reform of behavior, expression of remorse, and completion of correctional processes in prison, they met the conditions to benefit from amnesty.
