At the meeting of the Expediency Council, the budget of the Headquarters for Combating Narcotics was discussed, and its proposal came from the Supreme National Security Council. It was decided that the revenues would go to the treasury account and the government would see it in the annual budget and the headquarters would monitor its expenditure. Part of the time was spent discussing the present and future conditions of Afghanistan and the disagreement between the United Front and the Westerners over the future government, and the continuation of the government of [Burhanuddin] Rabbani was preferred.
After the meeting, we talked with Mr. [Mohammad] Khatami, [the president], about his trip to New York and his negotiations with the Supreme Leader. He said that they asked about his statement that if the Palestinians accept the recognition of Israel, Iran will also accept it, and apparently they did not agree.  
In the afternoon [Mr. Jalal Namini Miyanji], our new ambassador to North Korea came and said, "You have been the founder and supporter of your relations with North Korea, and he asked me to continue supporting the development of relations, and he said that relations are now stagnant in non-military affairs, and the reason for this is Korea's debt of several hundred million dollars to Iran, which it does not seem to want to repay." Korea does not have the same motivations as it did in the past in the hope of getting closer to the United States and Iran because it did not have the needs of the early days of the revolution and the defense period.

Burhanuddin Rabbani, [the president of the Mujahideen government], arrived in Kabul today and gave a press interview at the Ministry of Foreign Affairs and said that he is here as the head of state.
