Mr. Mohsen Rezaei informed that the situation of Basij forces is better than what he said yesterday and asked that the radio and television should pay attention to today's IRGC statement so that an atmosphere of war is created and popular forces are mobilized for operations. I also spoke with Mr. [Ayatollah] Khamenei [President] on the phone that they should rely on the movement of people to the fronts in the Friday prayer today, due to the new conditions in the Persian Gulf.
Dr. Velayati [Foreign Affairs Minister] informed by phone that Qatar's Foreign Minister has asked us to officially inform that we agree with the arrival of a delegation from the Persian Gulf Cooperation Council to negotiate the prevention of the expansion of the war to other neighboring countries and the end of the war. He considered this matter as a more appropriate window for bringing up a ceasefire in the Persian Gulf. Based on Imam's opinion, I told them to inform that if the [Persian Gulf Cooperation Council] requests, we will agree to the first issue and not the second issue.
