I arrived at my office at eight-thirty. At nine in the morning, the Minister of the Interior, governors, and prefects came. I spoke to them and encouraged them.

[Mr. Alexander Rutskoy], Yeltsin's deputy, the President of the Russian Federation, came; he is a military man and is inexperienced in political and diplomatic matters. He brought Yeltsin's letter. It states that he is ready to travel to Iran and asked for assistance in implementing past agreements, most of which concern Russia, for the release of their prisoners in Afghanistan. He expressed dissatisfaction with Gorbachev's policies and criticized Turkey for rushing relations with Azerbaijan, claiming they have ill intentions.

He claims that 93 percent of energy, 88 percent of heavy industries, and 85 percent of military industries are in the Russian Republic. He says they consider Iran the most important country in the region and seek special relations. Until evening, I completed the office work and returned home at sunset.
