Mr. [Mohammed Ali] Nazaran called and told through an intermediary that the German radio announced that the Iraqi military had targeted Saddam, but it was not confirmed. I slept earlier than usual, but Dr. Velayati's phone call woke me up. He informed that the Soviet Union has agreed to provide an air channel for our planes. This is good news and at least it shows the desire of the Soviets to further darken the relations [with Iraq], which, of course, is not ruled out. This action can be a reason that they will refuse to give SS-12 missiles to Iraq in this situation.
