The Infrastructure Commission of the Expediency Discernment Council held a meeting and approved two additional clauses of the general urban planning policies. I advised Mr. [Mehdi] Rahmati from the Organization of Planning and Budget to tell his brother [Mohammad Rahmati], the CEO of the Railway Company, to resolve the issues concerning the train in the Sarakhs Special Economic Zone.

In the afternoon, Mr. [Majid] Bizmark, our new ambassador to Ghana, came for consultation. I emphasized that, due to Islamic humanitarian and political reasons, we should pay more attention to the African continent. He mentioned that a School of Religious Sciences is set to be established in Agra, the capital of Ghana, by the Office of the Leader.

The managers of the Sheikh Tusi Festival arrived from the World Assembly of Ahlul Bayt in Qom to discuss their research program and the essay and book competition among foreign students residing in the seminary. They requested participation in the festival and highlighted the lack of resources in the seminary, stressing the need for greater support from the system.

Mr. Hussein Marashi, [representative from Kerman], and Ali Hashemi Akhouzadeh [representative from Rafsanjan] visited. They wanted to understand the system's policy regarding the [presidential] elections of 2001 and Mr. [Seyyed Mohammad] Khatami. I stated that I do not see any opposition to his candidacy. They mentioned that the Participation Party believes that Mr. Khatami should secure advantages before running, and if no advantages are provided, it should cost the system. They reported that today the Strategic Council of Khordad held a meeting, and Mr. [Gholamhossein] Karbaschi, [Secretary-General of the Executives of Construction Party], opposed Mr. Khatami's candidacy, arguing that it would harm the revolution, especially as the country is already facing challenges that could worsen.

They also noted that Mr. Khatami has not yet made a decision, and during his trip to Kerman, he did not mention the Leader, although in Kerman and Rafsanjan, he spoke highly of you and seemed to have grievances against the Leader. The Leader, during a meeting with the presiding board of the Parliament, expressed dissatisfaction to Mr. [Mehdi] Khatami, [Speaker of the Parliament], regarding the media's treatment of Germany during the visit of the German Parliament's speaker, which has upset Mr. Khatami.
